The government has suspended Md Mehtab Kayes, an assistant maintenance engineer at the Directorate of Primary Education (DPE), over the early upload of Primary Scholarship Examination 2025 results on a web portal before their official announcement. However, he will receive subsistence allowance as per government rules.
The information was disclosed in a notification issued by the Administration-1 branch of the Ministry of Primary and Mass Education on Friday.
The notification said necessary information technology security protocols were not followed while uploading the Primary Scholarship Examination 2025 results to the web portal before approval from the appropriate authority. As a result, Mehtab Kayes was suspended from government service from July 9 under Article 12(1) of the Government Servants (Discipline and Appeal) Rules, 2018, on allegations of misconduct.
Earlier on Thursday morning, scholarship results from nine districts under the Dhaka division became available on the website before the scheduled release time. After the results spread across social media within a short period, questions were raised over the confidentiality and IT security of the result publication process.
According to sources at the Directorate of Primary Education, the scholarship exam results were prepared on Wednesday. Mehtab Kayes was assigned to create the web link required for publishing the results. However, he had been clearly instructed not to upload the results to the live server or web portal under any circumstances before the official announcement.
It was alleged that, ignoring the instruction, results from nine districts under the Dhaka division were uploaded to the designated link around 10am on Thursday. Once the link became active, parents and general users were able to view and download the results, which were later widely shared on social media.
A report from the Implementation Monitoring and Evaluation Division (IMED) stated that the required IT security protocols were not followed while creating the live server link and uploading the results. The security lapse allowed the results to become publicly accessible before the official announcement.
Following the incident, a letter signed by DPE Director General Shaheena Ferdousi on Thursday recommended that the secretary of the Ministry of Primary and Mass Education take necessary legal and administrative action against the accused official.
The Directorate of Primary Education has also formed a three-member committee to investigate the incident. The committee is headed by Director (Planning and Development) Md Mirajul Islam Ukil. Its members include Education Officer of the Stipend Division Md Ziaul Kabir Sumon, while Assistant Director (Administration-2) Roksana Haider will serve as member secretary.
The committee has been instructed to investigate the incident in detail and submit a report within three working days.
