The National Citizen Party (NCP) has submitted a proposal outlining a “basic reform structure” to the National Consensus Commission.
NCP Member-Secretary Akhtar Hossain formally handed over the proposal to Commission Vice-Chairman Ali Riaz during a meeting at LD Hall in the parliament complex on Tuesday.
Following the discussion, Akhtar stated that the NCP`s vision of reform goes beyond electoral or constitutional amendments based solely on a two-thirds majority. “True reform lies in establishing a balance of power, ensuring accountability, and decentralising governance,” he said.
The NCP’s dialogue with the commission began on April 19 but was postponed on that day. In Tuesday’s session, Akhtar emphasized the need to liberate the Constitution and state structure from authoritarian and fascist tendencies. He called for reforms that would safeguard national interest in constitutional appointments, depoliticize the judiciary, and uphold it as a beacon of justice.
He also presented a framework identifying priority areas for reform, citing the legacy of autocratic and fascist governance over the past 53 years, which he said has led to widespread public suffering.
“To honour the sacrifices made during the July Uprising, we must transform the Constitution and state institutions with democratic principles and eliminate oppressive elements,” Akhtar asserted.
NCP leaders Sarwar Tushar, Zaved Rasin, and Sarjis Alam also attended the dialogue.
Vice-Chairman Ali Riaz chaired the meeting, which was attended by commission members Badiul Alam Majumdar, former justices Emdadul Haque and Iftekharuzzaman, as well as Safar Raj Hossain and Mohammad Ayub Mia.
