Govt introduces new rules for distribution of grants and allowances

The Ministry of Liberation War Affairs has issued new regulations to distribute one-time grants and monthly allowances for the families of those martyred during the July uprising.

According to the new rules, financial support will be equally divided into three portions among the spouse, children, and parents of the deceased.

The move aims to resolve recurring disputes among family members over the distribution of government assistance. Officials said that disagreements among spouses, children, and parents of the martyrs have previously caused delays and disruptions in the disbursement of support.

Under the “July Uprising Martyrs and Fighters Welfare and Rehabilitation Rules, 2025,” the government will now distribute assistance following a fixed guideline rather than relying on religious inheritance laws, which had been inconsistently applied earlier.

Distribution Details

One-third of the assistance will go to the spouse of the martyr. If there are multiple spouses, the amount will be divided equally among them.

One-third will go to the children (biological or adopted). If there are multiple children, the amount will be equally divided.

One-third will go to the parents of the martyr. If either parent is absent, the surviving parent will receive the full share.

If there is no spouse or children, their portions will be shared equally among the remaining eligible family members.

For unmarried martyrs, the assistance will be equally distributed between the parents.

The monthly allowance will cease upon the death of the recipient or if a spouse remarries. In such cases, other family members are not eligible to claim the remaining portion.

All injured July fighters are entitled to free treatment at government hospitals, medical colleges, clinics, and other designated facilities. Beneficiaries must present a health card issued by the Ministry of Health along with a signed photocopy to access services.

Three committees—the Central, District, and Upazila—will oversee welfare and rehabilitation programs. The central committee will be chaired by the Minister or Advisor of the Ministry of Liberation War Affairs, district committees by Deputy Commissioners, and Upazila committees by Upazila Nirbahi Officers.

The Ministry will also provide skill development training in fields such as IT, electronics, digital marketing, web design, mechanical and automobile engineering, agriculture, livestock, fisheries, hospitality, and handicrafts. Beneficiaries may also receive loans or other support for income-generating activities.

A mediation board will resolve conflicts among family members regarding financial support or rehabilitation. The board will consist of a representative from the Ministry, one member nominated by each party, and a mediator agreed upon by both sides. Decisions can be appealed within 30 days to the Director General of the Department, whose decision will be final.

Officials stated that the new rules provide a clear guideline for fair distribution of grants and allowances, ensuring transparency and minimizing family disputes while supporting the welfare of July martyrs’ families and injured fighters.
