The Jatiya Sangsad has approved a new law aimed at protecting Bangladesh’s haor and wetland ecosystems, marking a major step toward environmental conservation.
The bill, placed by Water Resources Minister Md Shahiduddin Chowdhury Anee, was passed by voice vote with Speaker Hafiz Uddin Ahmad in the chair.
The legislation seeks to ensure protection of biodiversity and natural resources in line with constitutional provisions and a High Court directive.
Under the new law, the existing Bangladesh Haor and Wetland Development body will be made a permanent department under the Ministry of Water Resources, led by a director general and supported by regional offices in haor areas.
The act introduces strict restrictions on activities harmful to wetlands. These include illegal land grabbing, unapproved filling or excavation, construction that blocks natural water flow, pollution, and unauthorized extraction of natural resources. Hunting of migratory birds and harmful fishing practices are also banned.
It also requires government and private projects in wetland areas to obtain clearance from the department to ensure they do not damage ecosystems, disrupt water flow or affect local livelihoods.
The government will have the authority to declare protected areas and issue special protection orders where biodiversity is at risk.
The law includes penalties for violations, with provisions for fines, imprisonment and trial through mobile courts. Offenders may face up to two years in jail, a fine of up to Tk 2 lakh, or both.
Officials said the law was introduced to address gaps in existing regulations and prevent unplanned development, environmental damage and misuse of natural resources in haor regions.
The move is expected to strengthen conservation efforts and support sustainable management of wetlands across the country.
