Six police officers, including former Dhaka Metropolitan Police (DMP) Joint Commissioner Biplob Kumar Sarkar, Sudip Kumar Chakraborty, former Wari Division Deputy Commissioner (DC) Iqbal Hossain and DMP Assistant Police Commissioner (AC) Md Golam Ruhani, have been dismissed from service over allegations of unauthorised absence and absconding from duty.
The Ministry of Home Affairs issued separate notifications on Wednesday following approval from the president.
The other two dismissed officers are Additional Superintendent of Police Rajon Kumar Das and Kazi Ashraful Azim, who had been attached to the office of the Chattogram Range DIG while under suspension. Golam Ruhani had been serving on deputation as an assistant secretary at the Ministry of Foreign Affairs. Rajon Kumar Das was serving with the Armed Police Battalion (APBn) in Ukhia, Cox’s Bazar.
According to the notifications, departmental cases were filed against the six officers over allegations of unauthorised absence and absconding from duty. After investigations found the allegations proven, proceedings were initiated to impose the major penalty of dismissal.
The notifications said the six officers had remained absent from their workplaces without approval and failed to report for duty within the stipulated time. Despite being served notices, they did not return to work or inform the authorities of their whereabouts.
As their unauthorised absence exceeded 60 days, departmental proceedings were initiated against them under the Government Servants (Discipline and Appeal) Rules, 2018. They were charged with “misconduct” and “desertion” under Rules 3(b) and 3(c).
The officers were served show-cause notices but did not submit any responses. Investigating officers were subsequently appointed to examine the allegations. Their investigation reports concluded that the charges against the officers had been proven.
After receiving the reports, the authorities initially decided to impose the major penalty of dismissal. The officers were served second show-cause notices, but they again failed to respond.
The authorities subsequently reviewed the investigation reports, the nature and seriousness of the allegations and other relevant matters before concluding that the charges had been proven and proceeding with the dismissals.
In accordance with the Government Servants (Discipline and Appeal) Rules, 2018 and the Bangladesh Public Service Commission (Consultation) Regulations, 1979, the government sought the Public Service Commission’s (PSC) opinion on dismissing the officers as a major penalty. The PSC advised that the officers could be dismissed from service.
The matter was then placed before the president for approval as the appointing authority under Rule 4(6) of the Government Servants (Discipline and Appeal) Rules, 2018. Following the president’s approval, the Ministry of Home Affairs issued separate notifications on Wednesday dismissing the six officers from service.
