Dhaka Wasa pays Tk13.7 lakh fine for illegal road excavation

Dhaka Water Supply and Sewerage Authority (Wasa) has paid a fine of Tk 13.71 lakh imposed by the Dhaka South City Corporation (DSCC) for excavating a road in Lalbagh of Old Dhaka without the necessary permissions. The payment was made through two cheques from the contractor engaged by Dhaka Wasa.

On Sunday afternoon, the relevant documents and cheques were delivered to the engineering department at the DSCC‍‍`s regional office in Zone-3. Assistant Engineer Md. Ahsan Habib received them from a Dhaka Wasa representative.

This action follows the DSCC‍‍`s seizure of materials used by the contractor on July 8, as the excavation was conducted without authorization and involved a forged signature from Mithun Chandra Shil, the Executive Engineer of DSCC Zone-3. A complaint against Syed Abu Jafar, the engineer from System Engineering Ltd., has been filed at the Lalbagh police station for forgery.

Mithun Chandra Shil issued a letter enforcing the fine under clause 1.3.5 of the Road Excavation Policy-2019, which was received by Dhaka Wasa on July 9. The letter demanded that the fine be paid into the DSCC‍‍`s excavation fund via pay-order within three working days, warning that non-compliance would lead to legal action.

In response, Syed Mostakim Hossain, Executive Engineer of the Saidabad Water Treatment Plant‍‍`s Maintenance Division at Dhaka Wasa, had instructed the contractor to settle the fine promptly.
