Arrest warrants issued for former DMP commissioner and 3 others

The International Crimes Tribunal (ICT) has issued arrest warrants against four individuals, including former Dhaka Metropolitan Police (DMP) Commissioner Habibur Rahman, in connection with the shooting of Amir Hossain, who was hanging from a rooftop ledge in Rampura during an anti-discrimination student movement protest. The charges include crimes against humanity and the killing of two others.

The other accused are former Khilgaon Zone Additional Deputy Commissioner (ADC) Md. Rashedul Islam, former Rampura Police Station Officer-in-Charge (OC) Moshiur Rahman, and former Sub-Inspector (SI) Tarikul Islam Bhuiyan.

On Sunday (August 10), the tribunal, led by Chairman Justice Md. Golam Mortuza Majumdar, issued the orders after hearing the prosecution‍‍`s petition. Prosecutors Gazi MH Tamim, Faruq Ahmad, Saimum Reza Talukdar, Moinul Karim, and Abdus Sattar Palowan represented the state.

The tribunal formally accepted the charges and ordered the production of detained former Rampura police ASI Chanchal Chandra Sarker on August 17. Arrest warrants were issued for the four absconding accused.

Previously, on August 7, formal charges were submitted by prosecution.

Background: On July 19, 2024, amid protests related to the anti-discrimination student movement, Amir Hossain, returning to his aunt’s house in Dhaka after work at a hotel in Rampura, fled to the rooftop of an under-construction building on Bonoshree-Meradia road to escape police and Border Guard vehicles. Clinging to a rooftop ledge, he was spotted by police who opened fire, shooting six bullets at him. He fell from the third floor and was rescued by bystanders, later treated at Bonoshree Hospital and then transferred to Dhaka Medical College Hospital (DMCH). After extended treatment, he returned home.

On the same day, police firing in Bonoshree, Rampura killed Nadim and Maya Islam. Maya’s six-year-old grandson, Basit Khan Musa, was also shot and remains unable to speak despite treatment in Singapore.

On January 26 this year, former ASI Chanchal Sarker was arrested from Dighinala, Khagrachhari, by a DMP team led by ICT prosecutor Tanvir Hasan Johar. Investigations also included former Motijheel Division ADC Rashed and four others.

The investigation report was submitted to the Chief Prosecutor’s office on July 31.
